TOWN OF HUME

March 11, 2009

 

 

A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on March 11, 2009.  Supervisor Craig E. Smith opened the meeting at 7:00 PM and led the Pledge of Allegiance to the Flag.

 

Officials in attendance: Craig Smith, Supervisor: Council members Dennis Ricketts, Bryce Bower, and Daniel Miller; Attorney David Pullen; Highway Superintendent Ron Paulsen; Historian Rondus Miller; and Clerk Sondra MacEwan.

 

Councilman Robert Beil was absent.

 

MINUTES

 

Councilman Ricketts moved that the minutes of the February 11, 2009 meeting of the Board be accepted as presented, and Councilman Miller seconded.  4 ayes, 0 noes.

 

INSURANCE RENEWAL

 

Robert Walker was present to discuss the renewal of the Town’s insurance coverage. There is a drop of $150.00 in the premium but a higher level of coverage. The annual premium was quoted at $32964.32.

 

Councilman Ricketts moved that the Town renew the insurance coverage as provided through Walker Marshall Insurance and to pay the annual premium. Councilman Bower seconded the motion. 4 ayes, 0 noes.

 

HIGHWAY DEPARTMENT

 

Councilman Bower moved that the Highway Superintendent be authorized to advertise for asphalt and construction materials bids for the 2009 season. Councilman Miller seconded. 4 ayes, 0 noes.

 

The bids will be tallied on April 6, 2009 and presented to the Board at the April 8, 2009 meeting.

 

Superintendent Paulsen told the Board that the Town ball field needs attention.  There was a brief discussion, but no action taken.

 

WATER AND SEWER DEPARTMENTS

 

Mike Fish displayed a water sample drawn from his home taps to draw attention to the sediment and discoloration. Tom Huey and Dan Miller noted that they’d had similar instances of cloudy water.  Superintendent Potter will be informed.

 

PUBLIC HEARINGS

 

At 7:28 PM, Supervisor Smith opened the Public Hearing on the proposed formation of the Hume Lighting District. He opened the Public Hearing on proposed Local Law #1 of 2009 (Set Back Regulations) at 7:32 PM. Both hearings remained open for public comment while the Board attended other business.

 

No residents were present to comment on the topics, and no correspondence had been received. Therefore, at 8:18 PM, Councilman Bower moved that the hearing on the Hume Lighting District be closed, and Councilman Ricketts seconded. 4 ayes, 0 noes.

 

At 8:20 PM, Councilman Miller moved that the hearing on Local Law #1 of 2009 be closed, and Councilman Bower seconded. 4 ayes, 0 noes.

 

MUSEUM

 

Rondus Miller told the Board that additional copies of the county calendar had been printed and were available.

 

She demonstrated the geo-caching receptacle hidden at the Museum by Jim Sanders. She commented that Mr. Sanders had spent a lot of time promoting the Town of Hume during his geo-caching project.

 

Daniel Robertson was granted an extension of time for the completion of his project at the Museum. The time frame was extended until June 1, 2009.

 

FILLMORE FEST

 

The Board received a letter from FABA requesting Town support for Fillmore Fest 2009.

 

Councilman Bower moved that the Town of Hume endorse and approve the 7th Annual Fillmore Fest, and Councilman Ricketts seconded the motion. 4 ayes, 0 noes.

 

STW MEMBERSHIP

 

The Board and Town Clerk discussed membership with Southern Tier West, and the Town’s use of various services offered.

 

Councilman Miller moved that the Town of Hume renew membership at the Tier 2 level, and Councilman Bower seconded. 4 ayes, 0 noes.

 

SENIOR SERVICES EMPLOYMENT TRAINING PROGRAM

 

Duane Broadwell contacted the Town, and asked if the Town would like to participate in a training program that would supply an employee for the Town for up to 20 hours per week for one year without any cost to the Town.

 

Councilman Ricketts moved that the Town of Hume participate in the Senior Services Employment Training Program. Councilman Bower seconded the motion. 4 ayes, 0 noes.

 

Councilman Ricketts moved to table any action on a resume submitted via the training program, and Councilman Miller seconded the motion. 4 ayes, 0 noes.

 

CROSSING GUARD

 

The prior appointments of Gerald and Carole McGlynn as School Crossing Guards were diverted when it was learned that the McGlynns had only applied as substitute Crossing Guards. The position was re-advertised. However, no applications were received for the position of permanent School Crossing Guard.

 

To fill the critical post, Supervisor Smith authorized Gordon Johnson to assume the position. The Supervisor asked for confirmation of the appointment.

 

Councilman Miller moved that Gordon Johnson be appointed temporary School Crossing Guard, and Councilman Ricketts seconded the motion. 4 ayes, 0 noes.

 

COMMUNITY PLANNING COMMITTEE

 

Supervisor Smith told the Board that he had sent three requests for proposals for a consultant for the Comprehensive Plan. Board members will receive copies of the proposals as they arrive.

 

Appointments are needed for the Community Planning Committee. Supervisor Smith will contact people who served an earlier planning committee to determine interest.

 

MUSEUM CELLAR

 

At 8:19 PM, Supervisor Smith opened the bids for installation of a concrete floor in the cellar of the Museum.

            Dana Arnold             $4290.00

            Beardsley Bros.            $5720.00

 

Councilman Bower moved that the bid of $4290.00 from Dana Arnold be accepted contingent on his verification of the price. Councilman Ricketts seconded. 4 ayes, 0 noes.

TOWN CLERK’S TOPICS

 

Councilman Dan Miller conducted an audit of the Hume Town Justice Court fiscal records, and reported them in satisfactory order.

 

Legislative Member Item grant applications in the amount of $15000.00 were sent to Assemblyman Burling and Senator Young. The applications outlined the upgrades needed to make the cellar at the Museum usable space.

 

Burling’s office replied in the negative, but no word has come from Senator Young’s office yet.

 

David Pullen gave the Town a copy of New York: American Recovery and Reinvestment Handbook.

 

Councilman Ricketts moved that the Town amend the Returned Check Policy to raise the fee for any returned check to $30.00. Councilman Miller seconded. 4 ayes, 0 noes.

 

Clerk Sondra MacEwan asked the Board to note the Allegany County Veteran’s Honorary Pledge of Allegiance Program.

 

The Allegany County IDA will hold a Public Hearing at the Museum on April 2, 2009 at 10:00 AM on Proposed Project and Financial Assistance Relating to the Intergrow Greenhouses in Portageville, NY (Town of Hume.)

 

TRANSFER

 

Councilman Ricketts moved adoption of a resolution (Res.3-A-09) to establish a new bank account to handle the Community Planning Grant funds, and to transfer into this account grant funds from the State up to $21000.00 and from general account unappropriated funds up to $14000.00. Councilman Miller seconded 4 ayes, 0 noes.

 

BILLS AND REPORTS

 

Councilman Ricketts moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be approved for payment. Councilman Bower seconded. 4 ayes, 0 noes.

LIGHTING DISTRICT

 

Councilman Miller moved adoption of a resolution (Res. 3-B-09) establishing the Hume Lighting District and calling for the posting of notice of Permissive Referendum. Councilman Ricketts seconded. 4 ayes, 0 noes.

Local Law #1 of 2009

 

Councilman Ricketts moved that the Town of Hume adopted Local Law #1 of 2009 entitled A Local Law Establishing Setback Requirements for New Construction in the Town of Hume, New York. (Res. 3-C-09). Councilman Miller seconded the motion. 4 ayes, 0 noes.  Law adopted.

 

COLD CREEK

 

The permit to move gravel in Cold Creek is about 90% complete, and the Army Corp of Engineers determined they had no jurisdiction in the matter.

 

There has been no further word on the Hazard Mitigation Grant application since it reached the FEMA level of review.

 

Councilman Ricketts moved that the meeting be adjourned; Councilman Bower seconded. 4 ayes, 0 noes.  Meeting adjourned at 9:00 PM.

 

The next regular meeting of the Hume Town Board will be April 8, 2009 at 7:00 PM at the Museum.
