regular meeting of the Hume Town Board, Allegany County, New York was held on
April
9, 2008 at the Town Museum, 10842 Claybed Road, hamlet of Hume. Supervisor
Craig Smith called the meeting to order at 7:00 PM and led the Pledge of
Allegiance to the Flag.
Town
officials in attendance were: Supervisor Craig Smith; Council members Robert
Beil, Bryce Bower, Daniel Miller, and Dennis Ricketts; Highway Superintendent
Ron Paulsen; Water/Sewer Superintendent Dana Potter; Town Justice Fred
Cwiklinski; Attorney David Pullen; Historian Rondus Miller; and Clerk Sondra
MacEwan. District I Legislator Ted Hopkins was also present.
Councilman
Ricketts moved that the March 12, 2008 minutes of the Hume Town Board meeting
be accepted as presented, and Councilman Beil seconded. 5 ayes, 0 noes.
Only one bid was received for Asphalt and Construction Materials for the 2008 season. That bid was from Midland Asphalt Materials Inc., and that bid was opened on Tuesday, April 9, 2008 at 10:00 AM for the tally and comparison.
Councilman Ricketts moved that the bid from Midland Asphalt Materials be accepted, and Councilman Bower seconded the motion. 5 ayes, 0 noes.
Councilman Ricketts moved that a White Goods Day be held on May 17, 2008 from 8:00 AM to 3:30 PM at the Town Sheds. Second by Councilman Miller. 5 ayes 0 noes.
Superintendent Potter reported that Zuech Environmental Services had completed the spring round of tank pumping.
Clerk Sondra MacEwan reported that the 2007 Water Quality Report had been written and distribution to customers had been started.
Rondus Miller, Historian, was asked to again contract Rinker Oil about providing an estimate for a heating system for the Museum.
She also told the Board that the Vietnam Veteran’s Moving Wall will be in Wellsville in May.
Ms. Miller phoned Louis White because the paint is peeling on one section of the museum, and she awaits his response.
R.E.Woodson Company submitted a proposal for playground equipment and installation in the Town Park. Purchase and installation was suggested in a two-phase series.
After review, the Board agreed to ask for a revised proposal with a different equipment selection. Supervisor Smith will contact the Woodson representative.
David Pullen displayed a piece of wire clipped from a deteriorated sidewalk section on Minard Street, and asked that it be repaired. Superintendent Potter agreed that replacement of that section was needed.
Carl Schoenthal, MRB engineer, told the Board that an Environmental Quality Control Act (SEQR) determination was required from the Board for the Sewer Interconnection Study grant.
Councilman Bower moved that the Hume-Caneadea Sewer Interconnection Study be declared a Type II action, and that no further review is necessary. Councilman Ricketts seconded the motion. 5 ayes, 0 noes.
Councilman Miller opened a discussion of local junk and trash laws. He stated that the laws needed reviews and updates, with fines for violations being raised. Lively discourse included input from Attorney Pullen, Justice Cwiklinski, and Board members.
Councilmen Dennis Ricketts and Robert Beil volunteered to drive Town roads and to develop a list of properties alleged to be in violation of local property maintenance regulations. The Board will follow up by writing letters asking for compliance to local laws, and taking legal action where necessary.
At 8:05 PM, Supervisor Smith opened the only bid for Septic Pumping. The bid was from Zuech Environmental Services:
May 1 to Oct 31 11.5 cents/gallon
Nov 1 to April 30 13.0 cents/gallon
Offered: a two-year contract at the bid price.
Councilman Beil moved that the bid from Zuech Environmental for the pumping of septic tanks in the Town of Hume Sewer District be accepted for a two-year period. Councilman Ricketts seconded. 5 ayes, 0 noes.
Supervisor Smith briefly recapped the study of the Hume Church Building as a possible Town facility.
Supervisor Smith moved that the Town of Hume not make an offer for the Hume Church property and that discussion of the property be discontinued. Councilman Bower seconded. 3 ayes and 2 noes were recorded with Councilmen Beil and Ricketts casting the dissenting votes. Passed.
MRB Engineer Carl Schoenthal reviewed his firm’s proposal to study Town facility needs, prepare a construction design, and search for grant funding. This proposal could be implemented in phases. The Board discussed the phases, costs and funding options.
Supervisor Smith moved that the Town of Hume approve the architectural phase of the MRB proposal at a cost of $6450.00. Councilman Bower seconded. 4 ayes, 1 no with Councilman Beil being the dissenting voice.
Supervisor Smith told the Board that he and Councilman Bower met with Robert Baehr and Warren Emerson from the Friends in Christ United Methodist Church boards to share information on both agencies building plans.
Councilman Beil criticized the Supervisor for holding that meeting without the presence of the full Town Board. Noted.
Ted Hopkins and David Pullen, both District I legislators, were present for the meeting. The Hume Board took the opportunity to comment on erosion problems along State Route 19, and to point out that the “Welcome to Allegany County” sign on Route 19A needs repair or replacement.
Sondra MacEwan reported that the 2008 Town and County taxes had been returned to Allegany County. 88 % of taxes had been collected.
Reservations for the May 7, 2008 Government Conference in Houghton need to be turned in as soon as possible.
Councilman Beil handed in the satisfactory Notice of Audit of the Justice Court records.
Councilman Ricketts moved that the reports of the Supervisor and Clerk be accepted as presented, and that the bills be accepted for payment as presented. Councilman Miller seconded the motion. 5 ayes, 0 noes.

Councilman Ricketts moved that the meeting be adjourned. Councilman Bower seconded. 5 ayes, 0 noes. Meeting adjourned at 9:00 PM.
The next regular meeting of the Hume Town Board will be May 14, 2008 at 7:00 PM at the Town Museum.
