TOWN OF HUME

APRIL 14, 2010

 

A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on March 23, 2010.  At 7:00 PM, Supervisor Dennis Ricketts called the meeting to order and led the Pledge of Allegiance to the Flag.

 

Officials in attendance included:  Supervisor Dennis Ricketts; Council members Bryce Bower, Christopher Austin, Gregory McKurth, and Daniel Miller; Water/Sewer Superintendent Dana Potter; Highway Superintendent Kevin Peet; Historian Rondus Miller; Attorney David Pullen; and Clerk Sondra MacEwan.

 

MINUTES

 

Councilman McKurth moved that the minutes of the March 23, 2010 meeting of the Board be accepted as presented. Councilman Miller seconded the motion. 5ayes, 0 noes.

 

BOY SCOUTS

 

Elliott Austin and Garrett Frazier of Scout Troop 748 were present to observe a Town Board meeting in conjunction with a community/citizenship badge.

 

MUSEUM

 

While the Records Storage Room was under construction, Historian Rondus Miller discovered a notation on a stair riser listing George Paynter as builder of the new school house (present Museum) in 1905. She then searched and found references to the construction in the newspaper files.

 

Mrs. Miller’s report highlighted genealogical research done at the Museum.  She demonstrated the effectiveness of the searchable newspaper files by passing out news articles from 1951 that linked each Board member to a relative or happening.

 

The Belfast Historical Society will visit the Museum on May 22, 2010.

 

Two proposals were received for insulating the Museum.

            Attic Attack Insulation                     $8760.00

            Home Insulation & Supply             $7040.00

 

Councilman Austin moved that the proposal from Home Insulation of Lancaster, NY be accepted, and Councilman Bower seconded the motion.  5 ayes, 0 noes

 

Councilman Austin moved that an amount not to exceed $7040 be transferred from the Museum Building Capital Reserve account to A7510.2 subject to permissive referendum (Res. 4-A-10). Councilman Miller seconded.  5 ayes, 0 noes.

 

WATER/SEWER/SIDEWALKS

 

Councilman Bower moved that the Superintendent of Water and Sewer be authorized to advertise for bids for the pumping of septic tanks. Councilman McKurth seconded. 5 ayes, 0 noes.

 

The Board will meet at 7:00 PM at the Town Hall to do a walking inspection of district sidewalks to evaluate sections to add to the repair schedule for 2010.

 

Superintendent Potter reported damage to the Park Pavilion and playground equipment.

After discussion, Councilman Miller moved that the Superintendent be authorized to obtain a consultation with a security firm. Councilman Bower seconded. 5 ayes, 0 noes.

 

LEGAL TOPICS

 

A draft of Introductory Law #1-2010 regulating sidewalks was given to Board members for review. A lengthy discussion ensued.  Supervisor Ricketts moved that further action and discussion on the proposed law be tabled; Councilman Bower seconded. 5 ayes, 0 noes.

 

HIGHWAY DEPARTMENT

 

District I Legislator Ted Hopkins was present to discuss the proposed tax sale of property on Stone Spring Road. The Town’s proposal had reached the County Ways and Means Committee where it was tabled.

 

Councilman Miller moved adoption of Resolution 4-B-10, to wit:

 

            Be it resolved that the Town of Hume renews its previous offer to Allegany County for Tax Parcel Number 3.-1-12, for the purchase of said parcel for the sum of $4112.87 plus the current years taxes, plus the costs of the transfer. If such offer is not accepted by Allegany County, the Town Board authorizes the Town Supervisor to offer an amount not to exceed $1500.00 for the purchase of 15 acres of land that shall include the existing gravel pit area and abutting and adjacent lands sufficient to permit proper closure of said gravel pit.

 

Supervisor Ricketts seconded the motion. The resolution was called to a vote that resulted as follows:

            Ayes: 5

            Noes:  0

 

The Supervisor declared the resolution to be adopted.

 

Supervisor Ricketts moved that the Town of Hume sign the Allegany County, New York Inter-Municipal Mutual Aid Agreement. Councilman McKurth seconded.  5 ayes, 0 noes.

 

Superintendent Peet handed out the tally of results of the Asphalt and Construction materials bids.

 

Councilman Bower moved that the bids of Midland Asphalt be accepted for the finalization of work on North and Merwin Roads, and that the bid of Suit Kote be accepted for other jobs contingent on work favorably reviewed. Supervisor Ricketts seconded the motion. 5 ayes, 0 noes.

 

The bid of Vestal was rejected for incomplete and incorrect paperwork. 

 

Superintendent Peet told the Board that he’d received an offer for the Grader Wing that received no auction bids.

 

Supervisor Ricketts moved that the offer of $4000.00 from the Town of Arkwright be accepted, and Councilman McKurth seconded. 5 ayes, 0 noes.

 

Councilman Austin moved that the Town hold a White Goods Cleanup day on Saturday, May 8, 2010 from 8:00 AM until Noon. Supervisor Ricketts seconded. 5 ayes, 0 noes.

 

SUPERVISOR’S AGENDA

 

The Board discussed a Senior Services Training program that would underwrite the costs of training and employing a person for buildings and grounds maintenance work. The Board declined the offer because of supervisory constraints.

 

Councilman Miller moved that $6550.00 be moved from the Capital Reserve for Highway Buildings account to A5132.2 subject to Permissive Referendum. Councilman McKurth seconded the motion. 5 ayes, 0 noes.

 

Supervisor Ricketts moved that an amount not to exceed $9000.00 be transferred from the Capital Reserve for Highway Buildings to A5132.2 subject to Permissive Referendum. Councilman Bower seconded. 5 ayes, 0 noes.

 

The Friends In Christ United Methodist Church has tentatively agreed to allow Town officials parking space in their new parking area.  Superintendent Peet and Board members expressed the need to assess the area before a decision was reached. Supervisor Ricketts moved that the matter be tabled for later discussion, and Councilman Miller seconded the motion. 5 ayes, 0 noes.

 

MAIN STREET GRANT

 

Councilman McKurth moved adoption of Resolution 4-E-10, to wit:

 

Whereas, the Town of Hume intends to submit a grant application to the New York State Division of Housing and Community Renewal New York Main Street grant program for the purpose of securing funds to assist business district property owners within the hamlet of Fillmore with renovations for façade, commercial, and residential unit improvements per the design standards of the Town of Hume Codes and building renovations: and

Whereas, the Town of Hume is committed to and supports the revitalization efforts in the hamlet of Fillmore; now, therefore be it

Resolved that, Dennis Ricketts, Town Supervisor, is hereby authorized to submit a New York Main Street grant application to the New York State Division of Housing and Community Renewal for the purpose of improving the hamlet of Fillmore.

 

Councilman Austin seconded. Vote: 5 ayes, 0 noes.

 

CLERK’S ITEMS

 

The 2010 Town and County taxes were reconciled with Allegany County on April 6, 2010.  85% of the tax bills were collected.

 

Board members are asked to register for the Southern Tier West Local Government Conference as soon as possible. The Conference is in Houghton on May 5, 2010.

 

Office hours for the Town Clerk will be variable and disrupted for late April into May. Clerk Sondra MacEwan urged everyone to call in advance to make sure the office is “Open”.

 

MISCELLANEOUS

 

Councilman Miller told the Board that a contractor has asked to visit the Park on Saturday, April 17, 2010 at 6:00 AM to develop a proposal for fencing. Those interested in attending can meet at Wilson Farms.

BILLS AND REPORTS

 

Councilman Austin moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment. Councilman McKurth seconded. 5 ayes, 0 noes.

EXECUTIVE SESSION

 

Councilman Austin moved that the Board enter Executive Session to discuss contract negotiations, and Supervisor Ricketts seconded. 5 ayes, 0 noes.  The Board entered Executive Session at 9:25 PM and returned to Open Meeting at 10:20 PM.

Councilman McKurth moved that the meeting be adjourned; Councilman Austin seconded. 5 ayes, 0 noes. Meeting adjourned at 10:21 PM.

 

The next regular meeting of the Hume Town Board will be May 12, 2010 at 7:00 PM at the Museum.
