TOWN OF HUME
MAY 13, 2009
A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on May 13, 2009. Deputy Supervisor Bryce Bower opened the meeting at 7:00 PM and led the Pledge of Allegiance to the Flag.
Officials in attendance included: Deputy Supervisor Bower; Council members Robert Beil, Dennis Ricketts, and Daniel Miller; Attorney David Pullen; Water/Sewer Superintendent Dana Potter; and Clerk Sondra MacEwan.
Absent were Supervisor Craig Smith, Highway Superintendent Ron Paulsen, and Historian Rondus Miller.
Councilman Ricketts moved that the minutes of the April 8, 2009 meeting of the Board be accepted as presented, and Councilman Miller seconded. 4 ayes, 0 noes.
Councilman Beil moved that the Superintendent of Water and Sewer be authorized to hire three part-time, seasonal laborers for the period from the end of Fillmore Central’s school year until Labor Day. Councilman Ricketts seconded the motion. 4 ayes, 0 noes.
Councilman Miller asked the Board to consider hiring options for the Town highway crew in case of the retirement of present personnel. While the Highway Superintendent has the authority to hire for that department, the Board has financial and budgetary responsibility for employees.
Superintendent Potter recapped for the Board the situation at the pump house that caused damage to the pump. Water from the Houghton system was used as a backup while repairs to the Hume pump were made. The repairs included parts with a built-in surge protector to avoid voltage fluctuations from damaging parts in the future. The matter has been referred to the insurance company.
Water and Sewer personnel are currently assisting with the project at the Museum, and hope to begin work on West Main Street after Memorial Day. Superintendent Potter will meet with the Supervisor to determine available fund limits for the West Main Street work.
The Water Quality Report for 2008 has been written and distributed.
The New York State Police submitted a proposed contract for use of Town Hall facilities for a satellite station. Attorney Pullen reviewed the contract.
Councilman Beil moved that the Town adopt Resolution 5-A-09 approving the contract, and Councilman Ricketts seconded the motion.

Councilman Miller moved adoption of Resolution 5-B-09 approving the Final Order to Establish the Hume Lighting District. Councilman Ricketts seconded.

Councilman Beil moved that Margaret Mills be hired as the Director and Amber Harding be hired as the Aide of the 2009 Summer Recreation Program. Second was made by Councilman Ricketts. 4 ayes, 0 noes.
Councilman Miller moved that the Town of Hume request the use of a Fillmore Central School bus and driver for transportation of children to the Houghton pool for the Summer Recreation program. Councilman Beil seconded. 4 ayes, 0 noes.
The Board discussed the contract between the Town and Fillmore Central School for use of the Town ball field. The Board will seek a renegotiated contract.
Councilman Dan Miller, FCS business manager Tom Ricketts, and Army Corps of Engineers representatives inspected the Cold Creek erosion areas.
Councilman Ricketts moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be approved for payment. Councilman Miller seconded. 4 ayes, 0 noes.

The next regular meeting of the Hume Town Board will be June 10, 2009 at 7:00 PM at the Town of Hume Museum.
