TOWN OF HUME
AUGUST
12, 2008
A regular meeting of the Hume Town Board, Allegany
County, New York was held at the Fillmore Park Pavilion, 17 Park Street,
Fillmore, New York 14735 on Tuesday, August 12, 2008. Supervisor Craig E. Smith
opened the meeting at 7:00 PM by leading the Pledge of Allegiance to the Flag.
Officials in attendance: Craig Smith, Supervisor:
Council members Dennis Ricketts, Daniel Miller, Bryce Bower and Robert Beil;
Historian Rondus Miller; Attorney David Pullen; and Clerk Sondra MacEwan.
Jean O’Connell of J. O’Connell & Associates gave
a presentation on the services provided by her firm. She and her associates
specialize in the development of grant applications. They search for funding
opportunities, guide clients in preparing for the details of grant compliance,
and write the grants appropriate for the project and client. She stressed that
her firm aims for continuing communication with clients to determine needs and
goals.
Each Board member received a prospectus about the
firm and will consider the proposal to retain the firm.
Rondus Miller, Historian, briefly discussed the
founding of the Museum for Ms. O’Connell and those present.
She also reported that about 20 members of FCS
classes from the 1960s visited the Museum.
A genealogical search that started with the Museum’s
web pages resulted in a family being reconnected.
E&M Engineer Chris Ernst was present to explain
a proposal to apply for a permit to remove gravel from Cold Creek and to begin the
surveys that will be the foundation for a long-range plan for erosion control
in the creek.
After a question and answer period, Councilman Beil
moved that the Town accept the proposal of E&M Engineers, and Councilman
Ricketts seconded the motion. 5 ayes, 0 noes.
Clerk Sondra MacEwan told the Board that the
Allegany County Department of Health would subsidize a free rabies vaccination
clinic in the Town of Hume if the Board should approve such a project.
Councilman Miller moved that the Town of Hume
authorize and hold a Free Rabies Clinic on September 26, 2008 from 5:00 PM to
7:00 PM at the Fillmore Park. Councilman Bower seconded. 5 ayes, 0 noes.
Efforts to obtain a contractors’ bond for Rogers
Road, a road falling within both the Towns of Hume and Centerville, were
successful because the Town of Hume has a law concerning hauling. Attorney
Pullen has advised Centerville that they need to adopt a similar law.
Attorney Pullen will draft contract documents
between local fire and rescue companies and the Town of Hume with five year
provisos.
Board members were asked to examine the countertop
in the Pavilion that was damaged.
Town employees installed the playground equipment in
July with guidance from the R.E. Woodson Company.
Councilman Bower will prepare specifications for the
fencing changes at the ball field so that proposals can be solicited.
The Sewer Interconnection Study has been completed.
A joint review of the findings will be arranged.
A water leak on North Genesee Street was
repaired.
The sidewalk replacement on the east side Minard
Street is complete, with the restoration work proceeding.
Nominations for the Variance Board are still being
considered.
Budget worksheets have been handed out to department
heads.
Councilman Beil moved that the reports of the
Supervisor and Town Clerk be accepted as presented, and that the bills be
accepted for payment. Councilman Ricketts seconded the motion. 5 ayes, 0 noes.

- $12278.93; Lighting - $1259.77; Water - $3719.01; Sewer - $14205.90)
Councilman Ricketts moved that the meeting be
adjourned, and Councilman Bower seconded. 5 ayes, 0 noes. Meeting adjourned at
8:50 PM.
The next regular meeting of the Hume Town Board will
be on September 10, 2008 at 7:00 PM at the Museum in Hume.
