TOWN OF HUME

AUGUST 16, 2007

 

A regular meeting of the Hume Town Board, Allegany County, New York was held on

August 16, 2007 at the Town Museum, 10842 Claybed Road, hamlet of Hume. Supervisor Craig Smith called the meeting to order at 7:00 PM, and he led the assemblage in the Pledge of Allegiance to the Flag.

 

Officials in attendance were: Supervisor Craig Smith; Council members Robert Beil, Bryce Bower and Dennis Ricketts; Attorney David Pullen; Highway Superintendent Ron Paulsen; Water and Sewer Superintendent Dana Potter; and Clerk Sondra MacEwan.

 

MINUTES

 

Councilman Beil moved that the minutes of the July 11, 2007 and August 8, 2007 meetings of the Hume Town Board be accepted as presented. Councilman Ricketts seconded the motion.  4 ayes, 0 noes.

 

HIGHWAY DEPARTMENT

 

Superintendent Paulsen told the Board that the permits were received from the State to begin work on Liberty Street, making that a dead-end street.

 

Councilman Bower moved (Res. 8-A-07) that the Town of Hume accept the Snow and Ice Contract for 2007 – 2010 and that the Supervisor be authorized to sign on behalf of the Town. Councilman Ricketts seconded the motion.  4 ayes, 0 noes.

 

Councilman Beil moved that the Town adopt the Hauling Permit Form as presented, and Councilman Ricketts seconded.  4 ayes, 0 noes.

 

Citizens have requested a crosswalk on Main Street. The Town will approach the State about the possibility of installation of a crosswalk.

 

Don Fegley informally asked the Board to consider installing a guardrail on Dugway Road. On the advice of David Pullen, Mr. Fegley will be asked to submit a written request for the study. A written request would allow the Town to ask Allegany County for an engineering consult.

 

WATER AND SEWER DEPARTMENT

 

Superintendent Potter reported that the Town has made corrections and taken training classes as cited by the New York State Department of Labor. Confined Space training remains to be completed by October 2007.

 

Superintendent Potter urged the Board to plan for upgrading the water/sewer infrastructure along State Route 19 between Fillmore and Hume should the State undertake a major rebuilding of that route.

 

The State has requested some changes in the work plan for the Caneadea-Hume Sewer Interconnection grant application. Tom Pavone is working with the State on these changes.

 

WATER PROJECT

 

Councilman Dennis Ricketts moved adoption of Resolution 8-B-07, a resolution adopting the Final Order for Establishment of Town of Hume Extension No. 3 and the consolidation Water District No. 1A with Extensions 1B and 2 and proposed Extension No. 3. Councilman Bower seconded the motion.

Supervisor Smith declared the resolution duly adopted, and ordered the proper filing of the Order.

 

LEGAL TOPICS

 

The Board reviewed revisions to proposed Local Law #2 of 2007 regulating livestock. After discussion, they requested further changes to the manner of enforcement.

 

Councilman Bower moved that any action on Local Law #2 of 2007 be tabled until the revisions were made, and Councilman Beil seconded. 4 ayes, 0 noes.

 

SUPERVISOR’S AGENDA

 

Supervisor Smith reported that preparations for the 2008 Budget are on schedule, and that most of the departmental requests have been received. A tentative budget should be ready for the September meeting of the Board.

 

Councilman Beil moved that the following list of transfers be approved, and Councilman Ricketts seconded.  4 ayes, 0 noes.

The Friends in Christ United Methodist Church has approached the Town about purchase of the Hume church facility.

 

Margaret Mills submitted a written report of the Summer Recreation Program.

 

TOWN CLERK’S TOPICS

 

Lucien Fegley of Claybed Road in the hamlet of Hume applied for a Junkyard permit.

Supervisor Smith inspected the site.

 

Councilman Bower moved that the Junkyard Permit application from Lucien Fegley be denied because of space limitations, location in a residential area, and no fencing. Councilman Ricketts seconded. 4 ayes, 0 noes. Application denied.

 

Clerk Sondra MacEwan explained that the Town must choose a level of participation for the 2010 Census, and that a training session is planned for September 2007 at Southern Tier West.  The Board opted to use Option 1, the level with the most local input.

 

A Community Service Plaque honoring residents who have completed projects benefiting the community is now on display at the Town Clerk’s Office, but will be mounted at the Park Pavilion for permanent display.

 

PARK

 

Councilmen Bower and Ricketts agreed to oversee the ball field fence line change at the park. The fence needs to be moved to make the field regulation-sized. Once the fence is moved, more planning of the park facilities can be done.

 

The Board agreed to the purchase of dog etiquette signs for the park.

 

MISCELLANEOUS DISCUSSION

 

Councilman Bower commended Steven Benedict and Alek Potter, summer laborers, for their work for the Town.

 

The site meeting for viewing of Cold Creek has not been scheduled.

 

The Fire Hall is still being considered for use by the Town Justice Court. Supervisor Smith will meet with the Fire Company to discuss unresolved questions of security and dates.

 

Councilman Beil asked about cleaning up the Genesee River Bypass Channel. Superintendent Paulsen will contact the DEC about access into the cleanup area.

 

 

 

EXECUTIVE SESSION

 

Councilman Ricketts moved that the Board enter Executive Session to discuss a contract issue. Councilman Beil seconded. 4 ayes, 0 noes. The Board entered Executive Session at 8:15 PM. They returned to open meeting at 8:55 PM.

 

BILLS AND REPORTS

 

Councilman Bower moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment. Councilman Ricketts seconded. 4 ayes, 0 noes.

 

Councilman Ricketts moved that the meeting be adjourned, and Councilman Bower seconded. 4 ayes, 0 noes.  Meeting adjourned at 8:58 PM.

 

The next regular meeting of the Hume Town Board will be September 12, 2007 at 7:00 PM at the Hume Museum.
