TOWN OF HUME

SEPTEMBER 8, 2010

 

A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on September 8, 2010.  At 7:00 PM, Supervisor Dennis Ricketts called the meeting to order and led the Pledge of Allegiance to the Flag.

 

Officials in attendance included:  Supervisor Dennis Ricketts; Council members, Christopher Austin, Gregory McKurth, Bryce Bower, and Daniel Miller; Highway Superintendent Kevin Peet; Water & Sewer Superintendent Dana Potter; Historian Rondus Miller; Attorney David Pullen; and Clerk Sondra MacEwan.

 

Minutes

 

Councilman McKurth moved that the minutes of the August 11, 2010 meeting of the Board be accepted as presented, and Councilman Austin seconded the motion. 5 ayes, 0 noes.

 

HIGHWAY DEPARTMENT

 

Superintendent Peet and the Board discussed the possible purchase or lease of a loader for the Highway Department. They considered the new emission standards soon to be effective, as well as the costs involved in buying or leasing.

 

Supervisor Ricketts moved that the Highway Superintendent be authorized to advertise for bids for the acquisition of a 4-Yard Loader. Councilman Austin seconded. 5 ayes, 0 noes. Bids will be opened on October 13, 2010 at 7:15 PM.

 

At 7:15 PM, Supervisor Ricketts opened the bids for the Overhead Doors for the Highway Building. Seven bids were received.

Supervisor Ricketts moved that the bid of Overhead Door of Canisteo Valley be accepted, and Councilman Bower seconded the motion.  5 ayes, 0 noes.

 

MUSEUM

 

Nancy Gillette told the Board that The History Club planted a tree at the Veteran’s Park on the corner of Emerald Street in memory of Betty Mills. To the delight of the club, while planting the tree, a horseshoe from bygone times was discovered.

 

Historian Rondus Miller reported on the furnace replacement and the repair of the WWII Plaque. She told the Board that the Hume Baptist Church would be celebrating its 175th birthday. It has compiled a commemorative booklet that contains a lot of information uncovered in the Museum files.

 

Mrs. Miller explained the ways that digital imaging could be used in the Museum and other Town offices. She and the Board discussed a possible shared services opportunity, coordinating digital imaging services with other historical societies, museums, and governments.

 

Greg McKurth presented a Folgers Kidney Beans feed sack from Rossburg, New York to the Museum.

 

WATER AND SEWER

 

Both water tanks have had their second cleaning of the year, and a twice-yearly program will be continued.

 

Superintendents Potter and Peet have met about sidewalk repairs, and are hopeful that the work will start soon.

 

GRANT UPDATES

 

The application for a Main Street grant and the application for a Fuel Storage grant were denied.

 

Councilman Daniel Miller met with a student from Alfred State College who is doing a project on the architecture of the Hume region.

 

No news on the grant application for Cold Creek.

 

LEGAL TOPICS

 

New York State will no longer administer the Dog Licensing system, and those duties will fall to the individual Towns. Everyone is scrambling to understand the new regulations and to implement new local laws.

 

COMMUNITY CONCERNS

 

Tom Huey commented on the Christmas lights that are installed for the holiday season. Making safe and timely installations has become an issue for the volunteers who do the work. Supervisor Ricketts will call RGE about the receptacles.

 

SUPERVISOR’S AGENDA

 

Councilman Austin moved that the Supervisor be authorized to transfer $14847.00 from the Highway Capital Reserve for Buildings to A5132.2 for purchase and installation of overhead doors subject to permissive referendum. Councilman McKurth seconded the motion. 5 ayes, 0 noes. 

 

Councilman Austin moved that the Town Clerk be authorized to take steps to connect the bookkeeper to the Town computer system at a cost not to exceed $1200.00. Councilman Bower seconded. 5 ayes, 0 noes.

 

CLERK’S FOCUS

 

Councilman Miller will inspect the premises of Buck’s Used Auto business for compliance in relation to a renewal of a Junkyard permit.

 

Allegany County will next year begin a system of charging a per bag fee for trash disposal. Councilman Austin moved that the Town of Hume sell the Per Bag Cards that will be required next year, and Councilman Miller seconded. 5 ayes, 0 noes.

 

ANNOUNCEMENTS

 

A Public Hearing has been scheduled for September 15, 2010 at 7:00 PM at the Park Pavilion to consider the proposed Comprehensive Community Plan.

 

BILLS AND REPORTS

 

Councilman Miller moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment. Councilman Bower seconded. 5 ayes, 0 noes.

Councilman McKurth moved that the meeting be adjourned, and Councilman Miller seconded. 5 ayes, 0 noes. Meeting adjourned at 9:12 PM.

 

The next regular meeting of the Hume Town Board will be October 13, 2010 at 7:00 PM at the Hume Museum.
