TOWN OF HUME

September 9, 2009

 

A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on September 9, 2009.  Supervisor Smith opened the meeting at 7:00 PM and led the Pledge of Allegiance to the Flag.

 

Officials in attendance included:  Supervisor Craig Smith; Council members Bryce Bower, Robert Beil, Dennis Ricketts, and Daniel Miller; Water/Sewer Superintendent Dana Potter; Historian Rondus Miller; Attorney David Pullen; Clerk Sondra MacEwan, and Deputy Clerk Susan Bodnar.

 

MINUTES

 

Councilman Miller moved that the minutes from the June August 11, 2009 meeting of the Board be accepted as presented, and Councilman Ricketts seconded the motion.  5 ayes, 0 noes.

 

MINUTES

 

Historian Rondus Miller shared that Adam Richter is working as an intern.  He is cataloging Town records that were found in the Mason’s building and donated to the Museum.

 

Installation of the new furnace is in progress.

 

WATER/SEWER

 

Superintendent Potter shared that on August 25, 2009, the Water System had three leaks occur in various locations around the Town.  After a very stressful day, all leaks were fixed. 

 

After fixing the leaks Superintendent Potter noticed that pumping time for the Water System has now been cut in half.  It now takes only 5 to 6 hours to pump, as apposed to 10 to 11 hours.

 

TOWN PARK BALL FIELD

 

Chris Austin approached the Board about having a written agreement put in place between the Town and the Little League.  The Board conceded that an agreement should be implemented, however, the Little League must first consult with the Town and Fillmore Central School before scheduling an event.  Mr. Austin will have one drawn up and will present it to the Board at a later date.

 

 Mr. Austin also asked the Board for approval to make improvements to the Town Ball Field.  Superintendent Potter will be helping by moving a fence this fall. Additional help could be provided with the use of dump trucks and other equipment provided by the Town.

 

FILLMORE CENTRAL SCHOOL AGREEMENT

 

A motion was made by Councilman Bower to accept the revised version of the Fillmore Central School Agreement for use of the Town Ball Park.  Councilman Ricketts seconded that motion.  5 ayes.  0 noes.  The agreement will be sent to Fillmore Central School for their approval.

 

VARIANCE COMMITTEE

 

Two vacancies are available on the Variance Committee.  The Board appointed Chris Austin and Brad Gayford to these positions.

 

BOARD OF ASSESSMENT         

 

Shawn Hotchkiss’ 5- year term is ending on the Board of Assessment Review.  The Board reappointed Mr. Hotchkiss for another 5- year term. 

 

BUDGET CALENDER

 

Supervisor Smith reported that the upcoming dates are to be used for workshops to work on the 2010 Fiscal Budget:

                                      Thursday, September 24, 200 -General

                                     Tuesday, September 29, 2009-Highway

                                     Thursday, October 1, 2009- Water/Sewer-Park and Recreation

                                     Tuesday, October 27, 2009-Final Workshop and Public Hearing

These meetings will all be at 7 PM at the Hume Museum.

 

Highway Superintendent and Parks Cleaning wages were discussed for the 2010 Proposed Budget. 

 

 A transfer of  $49.76 was requested from Workman’s Compensation A9040.8 to Unemployment Insurance A9050.8.  Councilman Ricketts motioned to accept the request.  Councilman Miller seconded the motion.  5 ayes, 0 noes.

 

STEADMAN RENEWAL

 

A Junk Permit for Buck Steadman’s business is up for renewal. Upon inspection by the Board the permit will be issued if the property is in compliance with Junk Law.  Councilman Beil motioned that these terms be accepted.  Councilman Dennis Ricketts seconded.  5 ayes, 0 noes.

TAX COLLECTION

 

Allegany County Treasurer, Terri Ross has secured a grant for an electronic system for School, and Town/County Tax Collection. This would allow everyone to use a centralized database to view their bill and pay taxes online.  She requests a commitment from all municipalities that support this project.   Councilman Ricketts motioned to support this project.  Councilman Bryce Bower seconded. 5 ayes, 0 noes.

 

FURNITURE

 

Town Clerk MacEwan approached the Board about purchasing ergonomic furniture for the Town Hall. She produced bids, one from Shawley and the other from Paper Factory.  Shawley was able to give a price for almost half of what Paper Factory bid, which also included delivery.

 

The old furniture would be divided among the other Town Departments. 

 

Councilman Dennis Ricketts motioned that the Town purchase the furniture.  Councilman Robert Beil seconded that motion.  5 ayes, O noes.

 

MISCELLANEOUS

 

The restroom facilities in the Highway Shed are in need of remodeling, funding should be put aside in the 2010 Budget for this endeavor.

 

The old Village Water/Sewer barn is in bad shape.  A demolition permit will be obtained and the building will be removed. 

 

 

 

EXECUTIVE SESSION

 

Supervisor Smith moved that the Board enter Executive Session to discuss upcoming Union Negotiations, at 8:15 PM.  Councilman Miller seconded. 5 ayes, 0  noes.

 

Councilman Miller moved to reenter open meeting and Councilman Ricketts seconded.  5ayes, 0  noes.  The Board returned to open session at 8:45.

 

BILLS AND REPORTS

 

Councilman Ricketts moved that the reports of the Supervisor and Clerk be accepted as presented and that the bills be approve for payment.  Councilman Bower seconded. 5 ayes, 0 noes.

Councilman Ricketts moved that the meeting be adjourned; second made by Councilman Miller.  Meeting adjourned 8:50 PM.

 

The next regular meeting of the Hume Town Board will be October 14, 2009 at 7:00 PM at the Town Museum.
