TOWN OF HUME

October 14, 2009

 

A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on October 14, 2009.  Supervisor Smith opened the meeting at 7:00 PM and led the Pledge of Allegiance to the Flag.

 

Officials in attendance included:  Supervisor Craig Smith; Council members Bryce Bower, Robert Beil, Dennis Ricketts, and Daniel Miller; Water/Sewer Superintendent Dana Potter; Highway Superintendent Ron Paulsen; Historian Rondus Miller; Attorney David Pullen; and Clerk Sondra MacEwan.

 

MINUTES

 

Councilman Ricketts moved that the meetings of the Hume Town Board held on September 9, 2009 and September 24, 2009 be accepted as presented. Councilman Miller seconded the motion. 5 ayes, 0 noes.

 

LEGAL TOPICS

 

Attorney David Pullen recapped a meeting between the Little League, Fillmore Central School and Town of Hume officials to discuss the Town ball field.  During the meetings, two agreements were mutually agreed upon. The first agreement is for capital improvements to the ball field. The second is a lease agreement.

 

Councilman Ricketts moved adoption of Resolution 10-A-09, a resolution approving the draft copies of the two agreements and authorizing the Supervisor to sign the final forms. Councilman Miller seconded the motion.  5 ayes, 0 noes.

 

Attorney Pullen passed out a proposal to send to the Teamsters Union negotiator. The next negotiations will take place at the Town Museum on October 26, 2009 at 6:00 PM.

 

DOG CONTROL

 

A free Rabies Vaccination Clinic has been scheduled for Monday, October 26, 2009 from 4:30 to 6:30 PM at the Fillmore Park Pavilion.

 

2010 BUDGET

 

The Preliminary Budget for the Town of Hume for fiscal year 2010 was presented. Councilman Bower moved that a Public Hearing be set for Tuesday, October 27, 2009 at 7:00 PM at the Museum to hear any party on the matter of the proposed 2010 Budget. Councilman Ricketts seconded.  5 ayes, 0 noes.

 

MUSEUM REPORT

 

Historian Rondus Miller showed the Board the framed Opera House ads donated by Dr. Peder Hancher and described the cast iron sign from a County bridge donated by Roxanne Lates.

 

She also demonstrated the PDF program that she runs with the scanner and printer to produce searchable copies of the old Observer newspapers.

 

Councilman Ricketts moved that the salary for intern Eric Richter be set at $1100.00 for his project, and Councilman Beil seconded the motion. 5 ayes, 0 noes.

 

Councilman Beil moved that the blacktopped area behind the Museum be converted to parking, and Councilman Ricketts seconded. 5 ayes, 0 noes.

 

HIGHWAY DEPARTMENT

 

Highway Superintendent Ron Paulsen handed in his formal letter of resignation to the Board.

 

Supervisor Smith moved that the Town honor and pay the accumulated sick time agreement to Mr. Paulsen. Councilman Beil seconded. 5 ayes, 0 noes.

 

WATER, SEWER, AND SIDEWALK REPORTS

 

Superintendent Potter reported that the first water tank had been cleaned, and the second scheduled for cleaning.

 

He passed out specifications for mowers for the Board’s study. After discussion, Councilman Beil moved that the Superintendent of Water and Sewer be authorized to purchase the Kubota ZD326P-60 from Bentley Bros. Inc. under State contract pricing ($10947.00 plus $165.00 delivery charge). Councilman Miller seconded the motion. 5 ayes, 0 noes.

 

PERMITS

 

Councilman Miller moved that a Junkyard Permit be issued to Buck’s Used Auto Parts. Councilman Ricketts seconded. 5 ayes, 0 noes.

 

SUPERVISOR’S AGENDA

 

Councilman Bower moved that the contract with J. O’Connell & Associates be renewed for one year, and Councilman Miller seconded the motion. 5 ayes, 0 noes.

 

Councilman Beil moved that a transfer of $2000.00 be authorized from A7110.2 (Park Equipment) to A7110.4 (Park Contractual). Councilman Ricketts seconded. 5 ayes, 0 noes.

 

Councilman Miller moved that a transfer of $8500.00 be authorized from Sidewalk unallocated to SM5410.4 (Sidewalk Contractual). Councilman Ricketts seconded. 5 ayes, 0 noes.

 

CLERK’S TOPICS

 

The official Trick or Treat Night for the Town of Hume was set for Saturday, October 31, 2009 from 5:30 to 8:00 PM.

 

Because of the Veteran’s Day Holiday on November 11th, the next regular meeting of the Hume Town Board has been rescheduled to November 12, 2009 at 7:00 PM at the Museum.

 

TOWN FACILITIES

 

Councilman Beil and Ricketts have discussed the possibility of using space at the Fillmore Fire Hall with the Fire Department. They requested a study of the feasibility.

 

There was discussion on the issue, but the consensus was that input from the Office of Court Administration should be sought before any other action

 

BILLS AND REPORTS

 

Councilman Ricketts moved that the reports of the Supervisor and Clerk be accepted as presented, and that the bills be accepted for payment. Councilman Miller seconded. 5 ayes, 0 noes.

Councilman Ricketts moved that the meeting be adjourned, and Councilman Miller seconded. 5 ayes, 0 noes. Meeting adjourned at 8:10 PM.

 

The next regular meeting of the Hume Town Board will be Thursday, November 12, 2009 at 7:00 PM at the Town Museum.
