TOWN OF HUME
November 14, 2007
A regular meeting of the Hume Town Board, Allegany County, New York was held on
November 14, 2007 at the Town Museum, 10842 Claybed Road, hamlet of Hume. Supervisor Craig Smith called the meeting to order at 7:00 PM and opened the meeting with the Pledge of Allegiance to the Flag.
Officials in attendance were: Supervisor Craig Smith; Council members Robert Beil, Bryce Bower, Daniel Miller, and Dennis Ricketts; Highway Superintendent Ron Paulsen; Water and Sewer Superintendent Dana Potter; Historian Rondus Miller; and Clerk Sondra MacEwan.
Councilman Ricketts moved that the minutes of the October 15, 2007 meeting of the Board be accepted as presented, and Councilman Beil seconded. 5 ayes, 0 noes.
Superintendent Paulsen presented specifications for a new pickup truck he would like to purchase in 2008 to replace the Dodge pickup. The Board reviewed the state bid specifications and prices, and discussed engine types and warranties. The Board concluded that Mr. Paulsen should request quotes on a heavier-duty vehicle.
Supervisor Smith will research the Highway Road Maintenance and Repair Capital Reserve to determine if those funds can be used for bridge maintenance.
Supervisor Smith contacted the State DOT about a crosswalk for Main Street. Tim Timberbrook, a DOT engineer, agreed that a crosswalk should be installed, and he will begin the process. He also informed the Supervisor that the State has scheduled repairs in 2008 for State Route 19 from the four corners in Fillmore to Hume. Work will include drainage and topping.
During the upgrade to State Route 19, the State will also look into improving sidewalks. The section of sidewalk on Main Street near 60 West Main is in poor condition, but any repairs would also need to include work on retaining walls. Superintendent Potter will contact Mike Bower about temporary coatings that might alleviate the situation.
Historian Rondus Miller reported that the Crochet Club has made about 20 lap robes for the nursing home, and hopes to provide some to the Veteran’s home next.
The newspaper-copying project continues. A September visitor to the Museum benefited from the copies when a reference to a murder in Portageville was confirmed for him.
The FCS Class of 1962 visited the Museum during their reunion weekend.
Some items from Margaret Hodnett’s estate were given to the Museum by her family.
The Allegany County historian’s group met at the Museum in October.
The Allegany County Clerk recently opened his office to the public to demonstrate the records held there. Rondus Miller and Nancy Gillette attended. Since then, Ms. Miller has been using the County records to research the history of the Museum building. She believes there may have been an earlier building on the lot.
Superintendent Dana Potter told the Board that the Water and Sewer Departments are now in compliance with Department of Labor requirements.
Councilman Beil moved that the following transfers be authorized, and Councilman Ricketts made the second. 5 ayes, 0 noes.

Councilman Beil, Supervisor Smith, Justice Fred Cwiklinski, and a New York State Trooper toured the Hume United Methodist Church. The Troopers have not reported back with their suggestions, but they will be kept “in the loop” about any plans by the Town.
Supervisor Smith contacted MRB Group about analyzing the building and searching out funding. He is meeting with MRB on the Sewer Interconnection Study next week, and hopes also to hear their comments on the building issue.
Councilman Beil strongly supports the purchase and use of the church as Town facilities. No action, however, was taken at this time. Discussions, searches, and solutions to the building problems will continue.
It was suggested that, when the State begins work on Route 19, notices of the work and possible traffic problems be advertised.
The Allegany County Municipal Clerk’s Association will meet at the Museum on November 15, 2007.
A District I Legislator’s meeting is scheduled for November 27, 2007 at 7:30 PM at the Caneadea Town Hall.
Councilman Ricketts moved that the Supervisor’s and Clerk’s reports be accepted as presented, and that the bills be accepted for payment. Councilman Bower seconded. 5 ayes, 0 noes.

Councilman Miller moved that the meeting be adjourned; Councilman Ricketts seconded the motion. 5 ayes, 0 noes. Meeting adjourned at 8:00 PM.
The next regular meeting of the Hume Town Board will be December 12, 2007 at 7:00 PM at the Museum.
