TOWN OF HUME

December 12, 2007

 

A regular meeting of the Hume Town Board, Allegany County, New York was held on

December 12, 2007 at the Town Museum, 10842 Claybed Road, hamlet of Hume. Supervisor Craig Smith called the meeting to order at 7:00 PM and opened the meeting with the Pledge of Allegiance to the Flag.

 

Officials in attendance were: Supervisor Craig Smith; Council members Robert Beil, Bryce Bower, Daniel Miller, and Dennis Ricketts; Water and Sewer Superintendent Dana Potter; Attorney David Pullen; and Clerk Sondra MacEwan.

 

MINUTES

 

Councilman Ricketts moved that the minutes of the November 14, 2007 meeting of the Board be accepted as presented. Councilman Miller seconded the motion. 5 ayes, 0 noes.

 

HIGHWAY

 

Specifications for a new pickup were available for the Board members to study. Further discussion on a possible purchase will be held when Superintendent Paulsen is present.

 

Councilman Beil moved that the Superintendent of Highways be authorized to advertise for fuel bids for the 2008 fiscal year. Councilman Ricketts seconded. 5 ayes, 0 noes. Bids will be opened on January 9, 2008 at 7:30 PM.

 

Councilman Bower started a discussion on the parking of vehicles on Prospect Street. Citizens have commented on the problems caused by vehicles parking on both sides of that street and too close to the intersection with Main Street. Issues about parking on other streets and in the school lot were also mentioned.

 

Attorney Pullen offered suggestions for alleviating parking problems: (1) asking the Fire Department to contact the school because of emergency response issues, (2) passage of parking regulations by the Town, and (3) filing a written complaint with the school about student parking.

 

Supervisor Smith offered to contact Fillmore Central School officials about parking while the school construction project continues.

 

WATER AND SEWER DEPARTMENT

 

Superintendent Potter reported that the Sewer Treatment Plant was inspected on November 26, 2007, and received a positive review.

 

On December 5, 2007, MRB Group toured the Sewer Treatment Plant as part of the study for interconnection with the Caneadea system.

When questioned, Mr. Potter told the Board that construction of any more apartment buildings on Dugway was not compatible with the flow requirements of the present sewer system.

 

LEGAL TOPICS

 

An application for a Junkyard Permit from Dianna Ackerman was examined. Environmental and aesthetic concerns were pointed out. Ms. Ackerman will be asked to submit more detailed plans.

 

SUPERVISOR’S AGENDA

 

Supervisor Smith detailed the list of transfers for the Board. Councilman Beil moved that the transfers be authorized, and Councilman Ricketts seconded. 5 ayes, 0 noes.

Supervisor Smith opened a discussion of the use of the Hume Church as a Town facility. He explained that he had contacted the State Trooper’s for their input, but that the Troopers declined to comment at this point in the study.  He had also contacted MRB Group about an evaluation and study of the church, and about a search for grant funds.

 

Councilman Beil moved that the Town authorize MRB Group to do a study, at a cost not to exceed $2500.00, of the Hume United Methodist Church in regards to conversion to a Town facility. Councilman Ricketts seconded.

 

After protracted discussion of building options, the Board voted 3 ayes, 2 noes for the MRB study. Councilmen Beil, Ricketts and Miller voted yes; Councilman Bower and Supervisor Smith voted no. Motion carried.

 

CLERK’S AGENDA

 

Clerk Sondra MacEwan informed the Board of an Association of Towns training session for newly elected officials, and reminded members that Oaths of Office for 2008 must be filed after January 1st and before any official actions by the newly elected.

 

VETERANS’ EXEMPTIONS

 

Allegany County is contemplating institution of a tax exemption for veterans of the Cold War Era. The Veteran’s Service Agency requested feedback from local governments.

 

Councilman Ricketts moved that a possible exemption for Cold War Veteran’s be tabled, and Councilman Beil seconded. 5 ayes, 0 noes.

 

BILLS AND REPORTS

 

Councilman Ricketts moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment. Councilman Miller seconded. 5 ayes, 0 noes.

Councilman Beil moved that the meeting be adjourned; Councilman Ricketts seconded. 5 ayes, 0 noes. Meeting adjourned at 8:00 PM.

 

The next regular meeting of the Hume Town Board will be January 9, 2008 at 7:00 PM at the Museum.
